नेपालका गृह मन्त्री माननीय ओम प्रकाश अर्याललाई निवेदन पत्र बुझाउँदै विदेशमा रहेका नेपालीहरूलाई सजिलै मतदाता दर्ता गर्ने र अमेरिकासहित विश्वभरबाटै मतदान गर्ने व्यवस्था मिलाउन आग्रह गरिएको छ । अमेरिकामा रहेर सामाजिक र राजनीतिक कार्यमा सक्रिय यूवा रमेश भट्टले गृहमन्त्री अर्याललाई भेटेर आग्रह गरेका हुन् । भट्टसंग रास्वपाका नेता पुकार बम थिए ।
हाल नेपालकै नम्बरमार्फत मात्र एकपटक प्रयोग हुने पासवर्ड (OTP) प्राप्त गरेर मतदाता दर्ता गर्नुपर्ने प्रणालीले लाखौँ प्रवासी नेपालीलाई निर्वाचनमा सहभागिता हुन हतोत्साहित गर्ने सम्भावना भएकाले, विदेशी नम्बर वा इमेलमार्फत पनि एकपटक प्रयोग हुने पासवर्ड (OTP) उपलब्ध हुने व्यवस्था मिलाइ सहज बनाउन अनुरोध गरिएको छ।
साथै, अमेरिकामा रहेका नेपालीहरूले ३ वटा कन्सुलेट अफिस र १ वटा दूतावासमार्फत मतदान गर्न सक्ने व्यवस्था मिलाउन सकिने सुझाव प्रस्तुत गरिएको छ।
यस अभियानलाई सफल बनाउन NRNA (Non-Resident Nepali Association) र विभिन्न नेपाली सामुदायिक संस्थाहरूले सचेतना फैलाउने, दूतावास/कन्सुलेटसँग सहकार्य गर्ने, र मतदाता दर्ता अभियानमा सहयोग गर्ने भूमिका खेल्ने स्पष्ट उल्लेख गरिएको छ।
📌 निवेदन पत्रका मुख्य अंशहरू:
• संविधान २०१५ ले हरेक नेपाली नागरिकलाई मतदान अधिकार दिएको भए पनि हालको कानुनले नेपालमै मात्र मतदान गर्न सकिने प्रावधान राखेको छ।
• सर्वोच्च अदालतले २०१८ मै सरकारलाई प्रवासी नेपालीलाई मतदान गर्ने व्यवस्था मिलाउन निर्देशन दिइसकेको छ।
• अन्तर्राष्ट्रिय अभ्यासअनुसार दूतावास वा कन्सुलेटमार्फत मतदान सम्भव छ।
• विदेशी देशको सार्वभौमसत्तामा असर नपर्ने गरी दूतावास र कन्सुलेटभित्र मतदान गर्न सकिन्छ।
• यो कार्य कानुनी र व्यवहारिक रूपमा सम्भव छ, यदि नेपाल सरकारले दूतावास/कन्सुलेटलाई अनुमति दियो भने।
• लागत व्यवस्थापनका लागि प्रवासीहरूले fundraising गर्न सक्ने र विकास सहयोग निकायसँग भागीदारी गर्न सकिने प्रस्ताव गरिएको छ।
👉 गृह मन्त्रीज्यूको सकारात्मक पहललाई धन्यवाद दिँदै यो एजेन्डाबाट पछि नहट्न आग्रह गरिएको छ। नेपाली डायस्पोरा यस अभियानलाई सहयोग गर्न सधैं तयार रहेको सन्देश स्पष्ट गरिएको छ।

विदेशमा रहेका लाखौँ नेपाली विद्यार्थी, श्रमिक, व्यवसायी, तथा पेशेवरहरूलाई सुरक्षित, सहज र सम्मानजनक ढंगले मतदान गर्ने अधिकार सुनिश्चित गर्नु अब ढिलो गर्न नहुने राष्ट्रिय दायित्व हो।
A memorandum was submitted today to Hon. Home Minister Om Prakash Aryal, requesting that Nepali citizens living abroad be able to easily register as voters and cast their ballots from the United States and across the world.
At present, the system requires receiving a One-Time Password (OTP) through a Nepal-registered phone number for voter registration. This requirement discourages millions of Nepali diaspora from participating in elections. Therefore, it has been requested that the government make OTPs available via foreign phone numbers or email to simplify the process.
In addition, it was suggested that Nepali citizens in the U.S. be allowed to vote through three consulate offices and one embassy.
To make this campaign successful, it has been clearly emphasized that NRNA (Non-Resident Nepali Association) and various Nepali community-based organizations will play a vital role in raising awareness, coordinating with embassies/consulates, and assisting in the voter registration process.
📌 Key Points of the Memorandum:
• Although the 2015 Constitution guarantees every Nepali citizen the right to vote, current laws restrict voting to within Nepal.
• The Supreme Court had already directed the government in 2018 to arrange voting rights for Nepalis abroad.
• International practices show that voting through embassies or consulates is possible.
• Voting conducted within embassy or consulate premises does not infringe upon the sovereignty of host countries.
• This initiative is legally and practically feasible if the Government of Nepal authorizes embassies/consulates to facilitate it.
• To manage costs, the diaspora can organize fundraising, and development partners that support democratic governance can collaborate.
👉 While thanking the Home Minister for his positive initiative, we urged him not to back away from this agenda. The Nepali diaspora has also expressed its readiness to fully support this campaign.
